半月談記者調查發現，當前跨境網絡賭博爆炸式增長，我國每年1萬億元資金外流。其中，眾多青年被非法利益吸引裹挾，淪為賭博團夥洗錢工具。

萬物皆可賭？

新疆某公職人員挪用公款賭博，欠下巨款後自殺；快遞小哥參與網絡賭博，輸了5萬元後在北京豐臺區跳樓自殺；福建廈門一家汽車銷售公司老闆玩起網絡賭博，把公司搭進去還不夠還債……當前跨境賭博實體YYGaming娛樂城賭場萎縮，而網絡賭博增長較快。

公安部國際合作局行動處處長高俊義介紹，在境外一些地方，網絡賭博是合法的，如菲律賓政府頒發YYGaming娛樂城博彩牌照的公司大約有60家，每個主牌照可掛靠10個子牌照，每個公司推出多少賭博平台也沒有限制。

2020年9月第九屆中國支付清算論壇上，公安部國際合作局局長廖進榮表示，據初步統計，每年自境內流出的涉賭資金逾1萬億元之巨。

青年淪為跨境網絡賭博「工具人」

跨境網絡賭博團夥資金出境的方式，主要有資本項流動、虛擬貨幣交易以及跨境收單3種方式。賭資出境前，最重要的環節就是賭客賭資的注入，而要完成這個環節，離不開一種新型網絡犯罪手法——「跑分」。

所謂的「跑分」，是指非法支付結算平台從跨境網絡賭博平台購買「分值」（即籌碼），然後由「碼商」進行認購，並招募「碼農」提供收款二維碼，每完成一筆交易，相應環節都能獲得佣金提成。

跨境網絡賭博平台極高的資金流轉需求，催生了大量「跑分」平台。據統計，截至2020年底，全國各地偵辦跨境賭博案件總數是1.4萬多起，每起案件背後都有上千甚至上萬人的「跑分」團夥。其中，大量參與者為青年。

浙江義烏警方在辦理一起跨境網絡賭博案中發現，因涉賭被採取刑事強制措施的未成年人有16名、在校大學生10名，全案抓獲近150名嫌疑人。其中，年齡在30歲以下的佔95%。

內蒙古通遼警方去年底偵破一起特大「跑分」洗錢案，涉案金額逾50億元。該案涉案人數多達1萬人，提供收款二維碼的，基本為在校學生、剛剛畢業的學生以及農民工。

有的青年嘗到甜頭後，甚至主動發展下線。山東警方查獲的一名參與跨境網絡賭博推廣的在校大學生，年僅21歲，7個月時間通過推廣獲利達900餘萬元。內蒙古通遼警方查辦「跑分」洗錢案中，一些在校學生或剛畢業的大學生，紛紛把自己的親朋好友發展為下線，最多的一個學生發展了幾十名下線。

浙江省義烏市公安局商城派出所中隊長周勵斌説，這些「跑分」平台危害大，特別是對價值觀還未成型的青少年危害極大，容易使之墮入違法犯罪的深淵。
